Does K My Money have a capability or feature to archive reconciled transactions while still keeping account balances accurate?

Short answer: no. We don't have an archive feature as KMyMoney can deal with many transactions without performance problems. We have users with more than 10 years of transactions on file.

Are K My Money transactions saved to the cloud or to the user's hard drive?

They are saved into a file or SQL database (as the user selected during creation). Where that file is located (local system, network based drive, cloud) depends on the user's environment. KMyMoney provides strong GPG encryption file based storage as a security measure.
