For example if I have a csv file with the columns

I dont think there is not a way to import each row as a split transaction containing a category as specified in the category column and another for sales tax. Is this an option on one of the other file format(QXF, QIF) possibly I could convert the csv to one of those formats.

Importing splits is supported with QIF. I don't know about OFX. Make sure to provide the category names for all splits.
