I have seen a post on budgets spanning several years and I might be asking the same question.

Although I can set my Fiscal year to 01 July and can adjust reports to reflect the fy, I do not seem to be able to set a budget to cover the Fiscal [Financial] Year.

Are there any tricks or 'work arounds' or is it just not yet possible?

The latter is the case: it's not yet implemented but somewhere kept as a wish list item. Same with quarterly budgets.
