System Settings -> Workspace Appearance -> Desktop Theme.

Hovering over the individual items in the System Settings shows you their content, btw.

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...

Did you bother to look at what I told you? Just because it is not called "Theme Manager" doesn't mean it is not there :)

I know about plasma theme manager. I want theme manager from KDE3, which allows change style, icons, colors, font and background at once.

You were asking for a Theme manager...
System Settings -> Application Appearance

Fracta1L is looking for an all-in-one, change-everything-at-the-same-time theme manager that will change the application style and the color scheme and the icon theme and the desktop theme and the window borders with one click (such as existed in KDE 3 and is provided in Gnome and other GTK environments), and that didn't survive/was never re-implemented after the transition from KDE 3 to KDE 4. Instead you have to go through and change each piece individually.

While nothing concrete has been developed yet, something along these lines has been mentioned as part of the Klyde work.
