I don't think Air can reach its full potential in 4.2. Plasma::Theme has received some love since then, mostly because of Air.

Correct. It won't be able to do the circle-decoration-thingies in the background in 4.2.

Which is what exactly?

Okay, now I see them...need to get new glasses ;)

Seriously though, I thought they were just a part of the svg used for that widget so I thought it referred to something else. Why would those circles be a problem for 4.2.x?

When you design plasma themes, you have to name different svg elements different names so that plasma knows how to use them (which ones should be used as borders, which should be used as backgrouds, etc). Apparently, the circle things are the new elements which plasma in 4.2 does not know how to handle.
