If I'm not mistaken that is Stasks. You can replace the standard task manager with it.

System-settings->Desktop->All effects->Translucency Click on the wrench to configure, and change how transparent the decorations should be.

Here is my basic setup. All my panels are hidden. I am using KDE 4.3 beta 1 with the mandelbrot wallpaper and a custom theme (using bits and pieces of several themes) based primarily on slim glow.
And here is a composite image showing all the panels with various interactions: I am using stasks for the task managers, which are set on per-screen per-desktop mode. The two widgets showing removable media and favorite applications are Lancelot parts. The panels towards the middle are for commonly-used operations,the panel on the far left is for status indicators, and the one on the far right is for rarely-used widgets. The folderview on the left is my home folder. It is set up with previews and showing all files. The one at the bottom is my documents folder, and the one on the far right is my home folder again. These two only show folders, no other files, and have previews turned off. I have a symlink to my home folder in my home folder, allowing me to click that to open the home folder directly from within folder view (a workaround for folderview not being able to launch the current folder).

Clean: Shows my main activity (right) and study activity (left). I only change activity on my left screen. The others aren't set up properly yet, but to give you an idea my weather activity currently looks like this. Plasma theme is mostly Glassified. Dirty:
