When I try to post new topic, I cannot find any way to tag it. The only solution that I found is by editing my topic's tag after I finished submiting my topic.
I think the tagging system must be allowed by default as we write new topic and there must be a list of tag that already used by other users.
Because the necessity of tag for making topics to be easily indexed or archived searched, so my suggestion is, when a user want to start new topic then he must give at least one tag for his topic otherwise he will find a message like:

"You didn't give tag to your post. Please give it at least one tag."

Just to clarify, tagging has nothing to do with indexing or archiving (we don't archive posts anyway). It's a custom code we have here that integrates with the forum search and lets you find posts with those tags, but that's about it.
