Move the Plasma wallpaper settings to systemsettings

The idea is to move the wallpaper settings into the section "Workspace Appearance and Behavior" of the KDE systemsettings.

In my opinion it would make sense to split it up:
The options to change the wallpaper should go to "Workspace Appearance". Changing the Layout could be moved to "Workspace Behavior". In "Workspace Behavior" is already the option to change the Workspace Type between Desktop and Netbook. I think that would make sense.

I marked the Wallpaper/Appearance Settings red and the Workspace Settings yellow

But there should still be the option to right click on the Desktop to open the Wallpaper Settings in the KDE systemsettings.

The following functions for the new wallpaper settings would be nice to have:
- use the dolphin file engine to show the wallpaper previews (with nepomuk data like rating and resolution data)
- The possibility to add wallpaper groups like "KDE Wallpaper", "Nature", "Landscape" etc. to browse more easy trough the wallpapers

This has been requested before, and the reason why it isn't in system settings is because system settings is for Global settings, and desktop wallpaper isn't really a global setting - you can have different wallpapers on each activity+virtual desktop.

It would be nice to have a central location to configure each activity's+desktop's wallpaper so that you don't have to open the desktop settings for each activity+desktop that you want to change the wallpaper, but can say set the wallpaper here to this, there to that, etc. in one dialog. Given such a dialog, I can see putting it in system settings, but as it currently stands it doesn't really fit there.

As for the other changes to the wallpaper selection dialog (use dolphin engine/show ratings & resolution, wallpaper groups), I would suggest that you post those to separate brainstorm ideas so they can be voted on separately.
