[keybord layout] simplified set up of chinese input

Hello everybody!

Problem:
People, who need Chinese input, have some significant problems to set it up. Namely, to have a Chinese input the one has to "google" it and the possible solutions are to install some special input methods (like SCIM, ibus etc.) to have a chinese input (or japanese etc.). The big problem is that those methods are VERY OFTEN not working correct and the one has to waste A LOT OF TIME to get this working. If I simply add Chinese language in "System Settings" - "Keybord Settings" - "Layouts" it does not work (i.e. I can type only english even if I choose a chinese layout).

Proposal:
Is it possible to make Chinese input working from the "System Settings" - "Keybord Settings" - "Layouts" by simply adding a "Chinese" layout? or adding the some field or button, that the one can simply download missing packeges or data directly in "layouts" menu without "googling" and wasting days to make it working.

This also can be considered as a bug, cause a "native" Chinese layout from the "System Settings" - "Keybord Settings" - "Layouts" is simply NOT working.

Same here... I just don't know how to let my Chinese girlfriend type Chinese on my keyboard.
