Let KDE dictate the colors of GTK3 programs, as well as GTK2

When using engines other than Oxygen, GTK3 programs use their theme's default colors instead of KDE programs' colors. It would be nice if KDE could dictate the colors used by GTK3 programs, not just GTK2 programs.
