Panel to always cover the windows when shown

Hello there.
I recently found a small glitch in the way the panels behave when the 'auto-hide' option is checked. If a window is marked to 'keep above others' while the panel is set to 'auto-hide', the panel does not show up when the mouse cursor is at the screen edge if the window covers the region where the panel shows.
The display priority of the panel should be the highest for it should even cover windows with such settings.
Maybe, you guys can fix this in the next release.

a) reporting apparent bugs in brainstorm will rather not get them fixed

Keep Above and Docks actually are supposed to share a common layer.
c) if the panel does not show up at all (ie. eg. if a part of it would not be covered by the keep above window) and that started recently and you're using no window borders and esp. on 64bit systems: that's a bug which got recently fixed.
