How feasible is it to create an application that takes projects from launchpad, sorts them by stability, popularity, etc, and presents them in a user friendly way, similar to how the theme browser operates?

so, something like y-ppa-manager (only KDE + sorting, more browsing capabilities)?
Certainly seems doable, though I don't know if launchpad provides any sort of metrics on PPA stability, popularity, etc., so the implementor would probably have to provide that database themselves (with a user voting mechanism built-in), or something.

Otherwise y-ppa-manager already exists and works pretty well, so we wouldn't need to write another app for KDE except for the sake of KDE-purism.
