Let user set a maximum size for a panel widget

A *lot* of panel widgets are effectively ususable on side-mounted vertical panels because they try to scale up to the full width and wind up gigantic.

To help combat this without imposing extra work or discipline on the widget creators, it should be possible for the user to impose a maximum size on a widget. Possibly, this could be done by allowing widets to be placed inside container widgets - this would have the additional benefit of opening the door for easier side-by-side widgets (on vertical panels) and easier rows-of-widgets (on horizontal panels).
