Improve Locale Configuration in Plasma 5

kcalc is broken because the dumb KDE UK locale defaults to a ',' numeric thousands separator... In KDE 4 I could just turn this off. In Plasma 5 - it's like a wasteland of missing features... The ones that were there before...

It's quite useful to be able to paste numbers into your Desktop calculator. NO REALLY!! :-\ :'( :( >:(

It is still not possible to tell KDE5 how to display time/date formats system-wide. While I got one of the taskbar widgets (probably a KDE4 widget--openSUSE sort of throws KDE3/4/5 into a single pot) to properly show ISO date/time, I still have date/time showing up in Konqueror, Kate, etc. as 2/14/2017 2:56pm.

This is not an acceptable condition. You cannot base things like time and date display, or units of measurements, only on locale. Many people in the US use the metric system and ISO date/time (military, science community, medicine, IT).

Exactly. I'm in US, and I prefer the metric system. In KDE it's a whole mess. I need to set time to en_GB (to use 24H format), and measurements to en_CA (to use metric for most of other stuff). But that messes up the week setup, and I can't set first day to Sunday. It's a really major regression from KDE4 times, which is still unfixed to this day.

As inspiration or information:
I discovered the Manjaro Settings Manager (https://github.com/manjaro/manjaro-settings-manager), in which there is a locale manager. I have to say, this one is better in terms of options, since you can change any locale separately. It does not have a preview of your settings, but since you can set the value you want, it's not a problem.

That's what I'm talking about : (in the video, he uses xfce, but there's a kde version, perfectly integrated! :·) )

I find Manjaro's Settings Manager to be a really a good tool. It would be great to have Plasma have something like that, for every distribution! :·)

I was fortunate in that I was performing a fresh install of KDE Neon.

I live in Luxembourg [check]
I want English UK language [check]
I want German QWERTZ keyboard [check]
I want login / screen lock month and day in English [NO]

I took the fast option and reinstalled with location UK...after install I changed timezone to Luxembourg....all OK with login month/day in English and correct time....surely it does not have to be as hard as this???
People are living and working in so may different timezones/locales/languages these days...the KDE settings must be improved in this respect!!!
