1) Allow to store configuration option in Desktop files. These files will store description on configuration option, so KDE can generate gui to configure program, and values itselfes. Also, special parameter to command field can be added, which put path to Desktop file.
2) Allow to define configuration command in configuration option, so KDE can add "run external app to configure" button in Desktop file configuration's dialog. It can be used by wine to run winecfg or regedit with correct prefix.

1) so you want an icon (on the desktop or in the application menu) which launches a dialog for changing some configuration option or which sets some configuration option to some specific value? I should hope that said configuration option can be configured through the associated application or system settings, and the icon would serve as some kind of quick-toggle?
2) so you want the configuration of option from 1) to perform the action of changing the configuration via launching some specific command? It seems like your request should be able to be fulfilled by using custom shortcuts with the command to perform the configuration in the shortcut's command field. If the configuration is more complicated than can fit in a one-line command then perhaps a little script can be written to assist. In the case of launching a dialog to request the value you want to set for the configuration option, that can be accomplished by using one of the many open-dialog-from-script apps out there like Zenity or KDialog. Perhaps with a description with what you wish to accomplish with this we might be able to to find the best solution for this situation

Maybe this request should be two seperate ideas. I wrote an example: winecfg and wine's regedit. It cannot be launched by seperate icon, because there should be too many icons and application configuration dialog should been opened from desktop icon's configuration dialog. We should also add more options, like check library dependencies, where KDE runs ldd or somethink similar in terminal window, etc.

Oh, so you want a way to generate a configuration dialog for changing multiple values (using some custom command to load the current values) and have it process the changes using a custom command? (and have it associated with a specific application)

Not exactly, but your idea is good. My idea was two separated ideas. First to place variables definition and values of variables in desktop file, so kde runner of desktop files could pass path to desktop file to program, when starting. Additionally, KDE should generate gui based on variable types, description, values , etc. and should allow to write new values to desktop file.
Second idea is to add new variable to desktop file, called config_program and allow to run this program from desktop file configuration window. That's two separated idea, but your idea to generatate configuration dialog by KDE based on variable definition in desktop file, reading values from special program and write values by special program is better idea.

I test this xdg feature are implemented:
http://standards.freedesktop.org/deskto ... 01s10.html I doesn't. In my opinion that's necessary to have option to configure wine application by winecfg by clicking right on application icon and select option called configure wine prefix.
