I don't know if this idea had been posted before, but I believe that KDE should have a mechanism for importing and exporting KDE configuration files and associated files like backgrounds, icons, and used wallpapers. The amount of time spent by me to recreate my desktop environment after a fresh install is way too high, and this will streamline the process of migrating to a different machine
