In another torrent client (I think it's utorrent) I see a button for on/off downloads limits.
I think that would be a good idea to have it in ktorrent.

use kget it has this feature

@andreas_k kget can download torrents? Are you sure?
Also note that the OPs suggestion is not about stopping/re-enabling the download, but about the (network bandwidth) limits.
