Perhaps the definition static panel is not correct. I mean the following problem, if we want to have in KDE a horizontal top panel and a vertical panel on the right or left, is presented the problem that the panel receives focus, it gets over the other. Do not you can include an option that allows to set the panel, and that no other element passes above or below?

So if I understand the problem correctly: When you have panels which overlap, each one will come to the top when it receives focus, covering the content of the other panel where they overlap.
Your proposed solution is have an option to force one to always be on top of the other? (there already are options for panels to always cover windows or let windows cover panels, perhaps this could be extended to panels (not) covering other panels) A couple of other ideas: Resize the panels to not be overlapping. Visually merge overlapping perpendicular panels.
