As I say here,

I have a great new desktop, and am even proud of it as a New KDE-Neon User.
a snapshot Using Cairo-Dock to get all the functionality of my previous awesome Ubuntu-Gnome Desktop ...
... oops I can't upload it. Any way it is SICK.

One problem I had was cairo-dock not having its' 2nd dock appearing on all desktops.

Some at least temporary solutions were to restart the PC / log out/in / restartc cairo-dock, and the last which is working at least for the past few hours,
...
is to restart cairo-dock as cairo-dock (Fallback Mode)

I hope this helps others
And just FYI, the most awesome Gnome-Extension is Workspaces-to-Dock and this can be replaced beautifully with Cairo Doicks "Sessions", if you detach it and stretch it.

It looks AWESOME
