Many people cannot run Plasma due to old CPUs or GPUs or lack of RAM, so to experience KDE fully they must use LXQt as the desktop. LXQt should be supported on Neon(currently qtbase-abi-5-5-1 refuses to install), and KDE apps should work with LXQt(perhaps they could detect the DE so if it's LXQt DE-specific features could be disabled).
