It would be great to have option to add actions to window border by KCM. Configured options will be displayed, when user move mouse on window border or on window title.It doesn't broke full screen windows/apps, because it doesn't have borders.
Possible actions: Send specified key, Raise Window, Lower Window, Move Window on Left/Right/Top/Bottom virtual desktop, Create new virtual desktop and move window there, Snap window to window on Left/Right/Top/Bottom(these window will move altogether), and possible others. Of course, we could expand possibilities to put buttons on window title bar to allow user to put button on border too.

Checking System Settings -> Window Behavior -> Window Behavior -> Titlebar Actions (kde4), I see that it has options for setting different actions when left/right/middle-clicking on the "Titlebar Frame" (window border), as well as when double-clicking or mouse-wheeling the titlebar.
It sounds like you want to expand this to include more possible gestures (mouse move?) and more actions (move VD, send key combo, move/resize window)?

Not only this. In my opinion, users should have buttons on borders and titlebar indicating, there's possible some actions.
