KWin should support sending a key combination omitting global shortcuts or KWin shortcuts. On GNU/Linux there's many graphical desktop environment and different key combination and user can set own keyboard shortcuts(and of course, there can be a applications, that sets global shortcuts). To allow work nicely compositor/window managers needs to have a way to omit WM's or global shortcuts for user.

We should add toggle button on widow title bar to enable sending key combinations directly to selected window. As good side effect we can solve Wayland problems, where isn't way to expropriate keyboard or mouse.
