Sometimes when I'm watching Netflix I flip around between windows & want to keep watching in the background, without having to resize everything to allow for simultaneous viewing.

You could configure Alt+Mouse Wheel in System Settings -> Window Behavior -> Window Behavior -> Window Actions to Change Opacity, and then just use that to change the opacity of windows that you bring up.
You may also be able to do it using KWin Scripts.
