[panel] Do not hide when not covered

Hello,
As in the title, I think it would be better if panels with "auto-hide" option turned on were not hiding when for example there is only desktop visible on the workspace and no window is covering it.
It is common solution on other systems, and I think it would be nice if plasma also had that possibility.

Use panel option: windows can cover, you will get autohide+visibility on desktop. Plasma is so much better then win here.

Oh, it does work as I meant it. Just didn't try it as the name suggested, that the window would just go over it and I didn't expect it to appear under mouse.
