Upfront, forgive my newbie-ness to the forums as my knowledge to its working is limited...to say the least .
But, has or does KDE have/had any interest in developing EMR (eleletronic medical record) software or applications or partner with a group such as one of the sponsers of KDE to develop such programs? General examples of existing EMR software(s) being Citrix-Cerner, Elekta-Mosaiq, etc...and staying with the overall open licence theme: those that may benefit non-profit healthcare providers or where the utilization of such applications could or can be implemented, leading to my next point. I know certain regulations exist which vary (country to country, region to region), but, just to use as an example, Médecins Sans Frontières aka Doctors Without Borders who operate around the world and are humanitarian NGOs (non-governmental organizations) have certain exemptions. Or speaking locally in the U.S., there are local groups, practices, hospitals that are non-profits(e.g., St. Jude Children's Research Hospital) where approval (non-profit or not) comes in the form of HIPPA certification among other factors... anyway, just a thought.
