if you go: Settings > Configure Konqueror > Web Browsing > cache

you don't see an option to set where (in which directory) you want the caching to be.

I use Debian Live to access the Internet and I don't want for Konqueror's cache to eat ram in one's user's directory.

It would be very nice if one could set this option at start up.

Is there such an option? Any suggestion about how that could be done?

That's an idea, which should been addressed to distribution vendor / systemd vendor. Some kernel startup parameter, so systemd knows which filesystem mounts to /home directory.
