Currently there cannot exist one interface for both mice and touch. Why trying to find one?

Idea is to make changes in frameworks to made each widget have two mode - for mice and for touch.
When user click on mice, full desktop transform into mice mode. When use click on touch screen, entire desktop will transform onto touch mode.
Have in mind, that click on touch screen will disable next click on mouse and click on mouse will disable next click on touch screen. After clicking on mouse/touch screen, next click on touch screen/mouse are only used to switch mode.

What these two modes should look like? In touch mode we should use bigger widgets. Idea to give developers some degree of freedom in using information about current(touch/mice) mode is to be part of discussion.
