[KWin] Per-app/window changable keyboard shortcut

It would be nice to make global shortcut changes, when some window is active. In ideal situation, game/app would register events it handle or keyboard combination it reserve and DE accept this settings. Currently there's no such mechanism, so it's necessary to allow changing global keyboard shortcut, when some window is active (for compatibility reason).
