[KWin_Wayland] Protected process

On X11 there's a way to get pid of local process. If something similar can be achieved on Wayland, you can implemented password protected process and desktop lockdown mode. This idea is similar to: viewtopic.php?f=83&t=82811 . Best way is to connect both. On desktop lockdown mode, we cannot run tools to omit protection, like KSysGuard. When we set process to be password protected, user must type password, when he/she would like to remove protection on process. Protection means, that user cannot interact with process' windows.

I know, there's work to made protected activities, but this was dropped due to one app could have window on many activities. Password protected tasks solves this problem.

There could also exist other option: look each process expect one.
