I remember idea to connect nepomuk with save/open dialog. I don't know why this idea isn't realized. My idea is probably simpler to realize - just allow to attach group of directory to mime type, so user can select related directory in open/save dialog. You can also restrict list to program (this is currently implemented, I think).

But another idea is to allow connect directories displayed in save/open dialog with activity.
