One person suggest an idea (problem and solution) and developers could suggest another solution with cost. People could provide some money to solution. If developer realize one's solution, he/she got money gathered for this solution (of course, one KDE maintainer accept it to upstream). If deadline went done and solution wasn't realized, people get back own money. If some solution won, people vote to another solutions get own money back.
