Inspired by the way Pop_Os manages workspaces, but more in line with the KDE workflow.

Purpose: make it easier and more intuitive to create new desktops, switch to inactive desktops, and reorganize applications by desktop in the task bar.

Summary: Represent desktops as a "task folder" (similar to an app folder in android) in a desktop manager widget on the panel

Actions:

1. Select a task-folder (inactive desktop) - Switches desktops. Tasks from the prior desktop should now appear as a task-folder in the desktop manager, while the tasks in the selected desktop should now appear in the task manager. If the prior desktop had no open tasks, the desktop is deleted.

2. Click-drag an open task to a task folder - Moves the selected task to the selected alternate desktop.

3. Select a "+" (add new) button in the desktop manager - Creates and switches to a new desktop. Tasks from the prior desktop should move to a task-folder in the desktop manager.

4. Click-drag an open task to the "+" button - Moves the selected task to a new desktop, but does not switch to the new desktop.

5. Click-drag a desktop to another position - changes order of desktops in the manager
