Idea is simple: When there's small amount of some resources (CPU, RAM), display warning icons (different icon for each resource type, for example ram, processor) in place of app icon, but only for application, which are a top of list of this resource usage.
For example: Firefox 500 MiB of ram Baloo 250 MiB of ram Dolphin 50 MiB of ram rest of system 50 MiB of ram I have only 900 MiB of ram, so on titlebar and in taskbar Firefox's and baloo icons will be changed into ram insufficient icon. Rest icons are not touched.

Open the System Monitor, and consider upgrading your RAM, every modern smartphone has more RAM than that.
Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ... |

Sorry - English is not my native. About amount of ram: I only give example.
I think no each user known what system monitor is. If we change icon on titlebar and add option "show resource usage" in KWin menu, more user could obtain information what happens.

There is even a widget for the SystemMonitor, called System Load Viewer you can place on your screen, which shows you the CPU, RAM and Swap space usage.
Keep in mind that Linux allocates RAM dynamically, so usually it uses up as much RAM as there is if needed, balancing the load between applications. Again, 900 MB RAM is really very little to run more than one or two applications at once in a GUI, upgrading is by far a better idea.
