[Get Hot New Stuff 2] Channels

Add new mechanism, called channels. This mechanism would be related to wallpapers, etc. When active, while some time went, Plasma will download next item from channel and apply it. Mechanism could be similar to lock/login screen mechanism on Windows 10, but user could subscribe any available channel.
