[Computers with public access] Wizzard on startup

Allow to mark a profile as public in SystemSettings 5 or some Kiosk tool and integrate this mode with Plasma/KDE.

After turn on public mode:
1. User are asked for some settings once logged (every time user was logged), for example language or settings for disabled people
2. User are informed about entire profile (files, settings) will be removed after logout
3. User will be asked about reason to use a computer, so plasma will add some activities from templates
4. Window with links to movies about what KDE/Plasma is and some introduction about how to use is will be present

Additionally, administrator could restrict KCM access, define one's activities templates and will be able to select web page or app to start on last step of login procedure (when user set each settings in our wizard and close wizard).
