Slowed shortcuts

Someone told on this forum idea about double clicking on desktop to start Dolphin.

I tries to extend this idea to be fully configurable, so not only Dolphin and not only double clicking by left mouse.
But DE must known, what exactly time user needs to provide shortcuts. Idea was to allow to slowdown execution by inputting the number of seconds in settings.
Above solution will make providing other things worst, because what about games or usage some standard shortcuts?
So two ideas was brought:
1. Slowed shortcuts group - user do shortcuts to switch shortcuts group onto one of slowed shortcuts group and have configured time to provide shortcut from group
2. Made time configuration and shortcuts independent from each other, so user select time period, can switch between time periods and can do shortcuts

What could be included into step of slowed shortcut? Button clicks, gesture, keyboard shortcuts, etc.
Especially second solution is ok, because it allows to integrate well with other programs without modification, but it also is harder to understand for users. How user may known, which time set?
Way to solve is to add two additional shortcut as alternative way to do shortcut combination: shortcut combination begin and shortcut combination end, so user doesn't have be bothered with time.

I known that we have modifier keys, but we need also made shortcuts accessible with mouse.
