[Plasmashell][Icons] Allow to add outline of opaque area

Sometimes icon theme doesn't fit desktop background. The same maybe are related to application theme (icons are not visible on window, because color theme).

So, allow to set by user to add outline of opaque or transparent icon area. User may select outline color or it will be calculated.
