There are 3 sections for only one toolbar (<kate> / <externaltools> / <KatePartView>)
If you add an action in the middle section you can't place it at the end of the toolbar if there are more actions in the last section.
In my humble opinion, there should be categories or groups in order to find the actions, but It would be great if you could have them wherever you wanted.

I don't know exactly how, but i suppose the order is controlled somehow with the separators in the main toolbar (<kate>) ...

My toolbar config is:

• section <kate>: New, Open, Separator, Separator, Separator, Close, Separator, Separator, Separator
• section <externaltools>: Google Selected Text
• section <KaterPartView>: Save, Save As ..., Undo, Redo

The order on the toolbar is New, Open, Separator, Save, Save As ..., Separator, Close, Separator, Undo, Redo, Google Selected Text.
As you can see, the actions from sections <kate> and <KatePartView> are mixed and actions from section <externaltools> are placed at the end.

I'm not able to do it.
The order of the actions is very confusing, absurd, and frustrating. It's actually a lottery. It doesn't make any sense at all.

Maybe we just don't know how to setup it properly

You're right but something like this should be very easy.
I don't think we should need to read a manual to set a toolbar.
