[UI][Menus] Different default action based on context.

Idea is about making different default option based on context. For example file's D&D menu could select move option as default, when user move file to different location on the same medium and copy if medium is different. Menu should still be displayed, but user could be just press enter. On Windows, user could drag files by right mouse button, so menu will be displayed. When moving files by left button, system select operation on context. We could provide similar, but maybe (?) event better mechanism and introduce it to file D&D and other cases.

Other cases:
1. On many programs, when user click on file menu and document is empty - default action will be open. If document is not empty, then default will be save.

I will add your's suggestions or mine, but over time.
