Idea is very similar, but create plasmoid, which will show one of:
1. Fortune
2. Random tip of app owning currently active window

I imagine, I can place this plasmoid instead task manager or instead active window's menu plasmoid. Anyway - on the panel.

My English isn't prefect. Previously I mean of displaying i hint/tip to the user extracted from app's owning active window.
