Allow to specify systemtray items to show above fullscreen windows. User could also specify above which window this special systemtray should been displayed. Also, user should have possibility to move window of this systemtray.

Why? For example user will record screen of full-screen game or disable/enable sound. There's games (or apps), which didn't look mouse (like economic/strategic/tactical games) and if user could move systemtray window, it would be great.
