Suppose you want to open an image in gimp; the user should be able to paste a URL of an image in the open file dialog and open it directly. Windows 7 did this 10 years ago by downloading the contents of the url in a temporary file and opening it - it was such a helpful feature.

Also, I'd be really grateful if someone points me to the open file dialog repository, I would like to implement this for my own, in case this isn't approved.

And how exactly is this relevant to KDE? GIMP is a GTK application...

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...

Which Open File dialog are you talking about? In which application?
