When no popup for transfers should always be a window

At the present (Plasma 5.x, I'm in 5.18 now but it's the same in later) disabling both task manager and notifications for applications progress triggers a separate window in the old KDE way or like with other file managers or desktops

The problem is that disabling only applications transfer in notifications there is no more info about transfers in Dolphin at all (except in the task manager, but they cannot be then monitored, stopped etc).

The separate window (that appears only by disabling applications progress display in both task manager and notifications) should appear in all cases when application progress display is not present in notifications.

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...
