KWin allows to settings keyboard modifier storage, such like: global, per app, per window.

This is not exactly I will to achieve, but quite similar.
My idea will support set keyboard layout modifiers by app. Some keyboard don't have any features and my idea would not have configuration dialog. For example: app sets that calculator widget will enable num lock. No self-translation of keys by itself. User could switch to another widget and options would be different. Freeciv game could enable arrows on numpad in contrast, so user could navigate on map.
