It is about creating KCM and subsystem similar to KNotifications, but much expanded.

Firstly, each application could define event, event's parameters and possible actions.

User could add rule matching parameters to wildcard or regexp and select default action + time to wait.

After app fire action (for example file downloaded or screenshot taken), our subsystem was messaged about this event, it will iterate through rules and on match, it inform user on cell phone or in notification about, which default action will be taken and how long is delay. When user click, she/he dismiss the default action.

Why? As I give an example with screenshot. User could made screenshot and after 10s, it will be posted on the web.
Another example: I create bash scripts, which when were assembly, could been used to check user asleep and perform given action if it's true. I put action to KDEConnect dismiss performing default action, so when my computer play sound, I could click on this action on my phone and my computer won't turn down for some time. This is especially useful, when someone will listen music at night. The idea is iteration of this set of scripts.

I partial realize this idea. Look at progressui: https://www.youtube.com/watch?v=sm04e2N5AcU .

Currently, only GTK+-2.0 backend of libgreattao works. If you would like to use this project in Plasma5, you should replace/rewrite some part of ui.
