Are mouse clicks captured as separate "mouse down" (button click) and "mouse up" (button release) events?

If they are, I would love to see an option where windows are raised only if both events happen inside the same window. ("mouse down" and then "mouse up")

That will allow users to drag selected files (or other selections) from one window to another without affecting z-order of either window.

This would save me a lot of clicks and window rearranging when I spend hours sorting and organizing files and directories.
