Packagemanager for kpackagetool5

Hi, I think it would be nice to have a packagemanager for kpackagetool5 like apt for dpkg.
Right now I mostly install widgets with the GUI.
The GUI downloads the widget and installs it and when you could do the same from the terminal you could make setting up new Desktops easier.

I would like to help developing if someone from the kde-team can point me into the right direction or is interested in my idea. o)
I see that this gets not much attention, but I think there is great potential in this and I try to explain my thoughts.

It is really truly amazing how good you can make plasma look!
While customization is the reason why great minds like the creator of the themes can do so, it is a lot of manual setup.
Imagine you could make skins like global skins but with plasmoids and their configuration.
1 or 2 clicks not 20 mins for a setup like in the videos.
New Users that get started with Linux and KDE Plasma could have and swap to a DE like those in the video with 1 or 2 clicks and maybe a logout and login. (Truly superior to Mac Os or Windows from a UserExperience point of view).
Don´t get me wrong I really love customizing my Desktop but I am thinking about people with average PC knowledge.
Right now for Plasmoids you have manually install them with the gui or to wget them from store.kde.org and install them with kpackagetool5, as far as I know.
When I install them with kpackagetool5 how do I update them? How can I package a easily installable artifact for such a theme.
I consists of:
- Plasmoids and their configuration
- Latte Dock
- Kvantum
- Icon packs window decoration etc. (Atm. this can already be automated with a global theme)
- Kwin rules, Kwin scripts, desktop effects.
I use Konsave(https://github.com/Prayag2/konsave) for saving my layouts and themes. You can export themes but still would have to install the plasmoids first and latte-dock etc.
We need a solution that is baked into Plasma and easily usable for new Users.
