Focus policy request

i would much appreciate the ability to configure the following focus policy. i believe only the colored bits aren't currently available in kwin:
    While i have either:
      One of my monitors with an app in fullscreen, or
      A menu open,
    i would prefer:
      No timeout of the menu or fullscreen
      No tethering of the mouse
      No closing of the menu or fullscreen due to wandering far away from it
      No limitation on interacting with any other elements (that don't happen to be entirely hidden by an open menu)
      Focus follow mouse policy remain in force (ie not suspended due to a fullscreen or an open menu)
      All parts of an open menu should be interpreted as area currently belonging to the window showing the menu
      Wandering off and on an open menu might change keyboard focus but shouldn't close the menu
      Hovering or typing at other windows should:
        Not affect and not close any open menu
        Have the usual effect whether a menu is open or not
      A Click or drag elsewhere should:
        Close the menu
        Have the same effect whether a menu was open or not, ie not "lose the click" to closing the menu
You might note that when a menu is open within a vnc viewer window, much of the above is like what still prevails outside the vnc viewer window (where it isn't known a menu is open).

Would kwin developers or maintainers be amenable to making this available, presumably via option?
