[Activities] Activity-aware settings.

This is idea about:
1. Downloading activity settings from network
2. Create special API app to read specify activity-app-dependent settings
3. Create activity-settings registry

Activity brings us many advantages, especially to create workflow we need. But small number of software is integrated. I think it is especially due developers do not known how to design UI capable of handling activity-aware settings and there is not standard to implement activity-aware settings.

Idea is to create activity-aware registry. This would be settings store to store app-specific settings. User could modify it by special (Plasma) tool. It could looks and behaves like about:config in many browser. Very important part is to add possibility to download settings-set for activity or whole activity with settings for app.

Application could read settings by special API and must listen to signal telling that activity for some window changed.

Use case:
I am html/C developer and novel writer. I need to Kate hide unnecessary options for me and select correct code highlight/autocomplete mode. On novel write activity, I need spellchecking, but no developer tools. Also, I can learn many languages and need to settings default spellchecking for different language (depending on current activity).
