Add option to klipper, accessible from right-click menu on tray icon, called read last clipboard item.

When activated, it opens window similar to this in Akregator, so user can pasue/play, change volume and open settings. But... Last position in klipper will be spoken.

What do you think?

Alternative: instead adding this item into right-click-tray menu, you can add this as klipper action and promote shortcut to open actions menu.

Why?
This is necessary. When I play, I often turn of game sound and order Firefox, using some extension, to read text, so I also learn or something like that.
